Yes, I could see pelican being a big enough animal to injure a small child, even if only by accident. They've got a nice hook at the end of their bill one needs to be respectful of. I have had one clap his bill closed on my fingers, and while the edges were sharp enough to leave little cuts (like paper cuts), they did not cause any other injury.
I have had them be assertive enough to try and snatch bags of fish out of my hands, but mostly they just try to get out of the way - they're pretty clumsy on land.
I think even a cop shooting a pelican might get in some serious trouble - they're still listed as an endangered species here.
